Message :	As a lawyer I have a metal recycler client in PA. The PA General Assembly is currently in the process of promoting legislation requiring increased regulation of metal recyclers because of the increase of thefts of metals from various cities and private persons as a result of the increase of prices. My client has been charged, as owner-recycler, with receiving stolen property because a municipal grate and some pipe supposedly from a construction site (neither well identified as such)was found at his business. PA does not currently call for recyclers to ask for id from people, but the police say that my client should have taken id because he knew people were beginnning to steal metal. Have you seen any similar actions by governments or police enforcement? Do you have any suggestions for my client?
